Use Cases

Project delivery intelligence across the project lifecycle

The Delivery Intelligence Protocol extends your existing institutional capability across the decisions that shape project outcomes. Each use case explains the decision context, when DI is engaged, the evidence reviewed and the governance decision it supports.

Lender Monitoring

The Decision Context

Lenders work with established monitoring frameworks and rely on borrower and project team reporting. The decision context is whether the evidence supports the reported position — and whether any conditions deserve attention between monitoring cycles.

When DI Is Engaged

During active project delivery, alongside traditional lender monitoring arrangements or as an independent monitoring framework where appropriate. DI provides regularly updated assessment of delivery confidence and exposure that complements existing monitoring.

Evidence Reviewed

Project programmes, cost reports, drawdown schedules, approval registers, contract correspondence, governance meeting papers, contractor reports and supporting evidence.

Decision Supported

Whether the project remains on a credible delivery path and whether the evidence supports continued lending, additional attention or escalation within established governance processes.

Funding Readiness

The Decision Context

Before committing capital, lenders and investors apply established due diligence standards. The decision context is whether the programme, cost plan, approvals, procurement and delivery strategy are supported by adequate evidence — and what conditions should be resolved before funding proceeds.

When DI Is Engaged

Before financial close, initial drawdown or additional funding. DI assesses whether the evidence supports the funding case and identifies unresolved conditions, supporting the funding decision.

Evidence Reviewed

Programme and cost plan, procurement strategy, approval status, design maturity, contractor capability assessments, risk register and supporting documentation.

Decision Supported

Whether the project is ready for funding and what conditions should be satisfied before capital is committed or released.

Major Drawdown Review

The Decision Context

Drawdown conditions may be documented as satisfied, but institutions benefit from an additional, connected review of the underlying evidence — identifying material assumptions, evidence gaps or emerging conditions that deserve attention before further capital is committed.

When DI Is Engaged

Before significant capital is released. DI provides an additional, structured review of whether drawdown conditions are supported by adequate evidence.

Evidence Reviewed

Drawdown conditions, evidence of satisfaction, updated programme and cost position, approval status, contractor progress reports and commercial correspondence.

Decision Supported

Whether to release funds, apply conditions or raise considerations within established governance processes.

Programme Credibility

The Decision Context

Experienced lenders and owners assess programme positions against their own knowledge of procurement, production and dependency performance. DI extends that assessment with a structured, evidence-based review — connecting the programme to the conditions that support or undermine it.

When DI Is Engaged

During delivery as part of regular DI assessment, or when programme credibility requires additional scrutiny. DI tests whether the reported programme is supported by procurement performance, design maturity, approval status and interface dependencies.

Evidence Reviewed

Programme baseline and updates, procurement schedule, design status, approval status, production data, contractor reports and interface schedules.

Decision Supported

Whether the reported programme is supported by adequate evidence and what conditions should be resolved to protect the completion date.

Commercial Position

The Decision Context

Cost-to-complete estimates, claims exposure, contingency sufficiency and unresolved commercial conditions can materially affect the funding and investment position. Institutions benefit from a connected assessment that tests the commercial position against the evidence.

When DI Is Engaged

When cost pressure, claims or commercial uncertainty exist. DI assesses the commercial position against the evidence, supporting the institution's own commercial assessment.

Evidence Reviewed

Cost reports, contract correspondence, claims register, contingency drawdown, variation log, procurement commitments and commercial agreements.

Decision Supported

Whether the commercial position is adequately evidenced and what commercial conditions warrant escalation or attention.

Distressed Project Review

The Decision Context

When a project is under pressure, the volume of information can obscure the specific conditions controlling the outcome. Institutions need a structured assessment that connects the evidence, identifies what is controlling the position and supports prioritised recovery decisions.

When DI Is Engaged

When delivery confidence has deteriorated, funders or owners have concerns, or the project is in active recovery. DI identifies what is genuinely controlling the outcome and supports governance continuity through the recovery period.

Evidence Reviewed

Current programme and cost position, root-cause analysis, contract status, approval status, governance decisions, correspondence and recovery plans.

Decision Supported

What should be prioritised to recover the project, and whether the recovery strategy is supported by adequate evidence.

Completion Readiness

The Decision Context

Approaching practical completion, multiple workstreams must converge: construction, commissioning, approvals, certification, settlement and operational handover. Institutions benefit from a connected assessment that identifies unresolved conditions across all workstreams.

When DI Is Engaged

In the period leading to practical completion. DI assesses readiness across all workstreams and identifies unresolved conditions, supporting a defensible completion position.

Evidence Reviewed

Construction completion status, commissioning plan, approval and certification status, defects register, settlement requirements, operational readiness and handover plan.

Decision Supported

Whether the project is genuinely ready for completion and what must be resolved before handover.

Board and Investment Reporting

The Decision Context

Boards and investment committees apply their own governance standards and professional judgement to project decisions. DI extends that capability with concise, defensible information — providing continuity between reporting cycles and a traceable evidence base for governance decisions.

When DI Is Engaged

At governance review points, investment committee meetings or when major decisions are required. DI produces a structured executive position that supports — rather than substitutes for — board and committee judgement.

Evidence Reviewed

All available project evidence relevant to the governance or investment decision being made.

Decision Supported

Whether to approve, condition or defer the recommendation, supported by traceable evidence and consistent reasoning.
